Yes there was once a hype about these graphs and standards so called Resource Description Framework (RDF). It never took off. The knowledge itself requires hefty curation though, if it's in a field that requires low false positive rate

well there is no mention of active spying, nor obligation. The original text in chinese sounds even more vague. I don't know how it will be interpreted by a judge but I think personal obligation is a bit exaggerated.
