Why not just have a configurable threshold (say, 2 years) where if the promoted person is determined incompetent in their new role, they are bumped back down to their previous role (keeping their same pay) where they are more efficient/

Such a system would be a huge GDPR nightmare. You'd need consent from every visitor to your house to collect data on them, and also you have to delete it if they ever request you to. Best not to even try.
