This is the right answer in my view. If you need something structured use XML, otherwise INI. I'm more likely to Yacc my own config format than use YAML or JSON personally. JSON is great as an output format for data though.

Why not just hold onto both? The users representation and the file handle. Only ever "display" the representation, while you do all operations on the handle. (Not trying to be sarcastic, just curious).

Even if the death rate is low but the _perceived_ impact is high. Ex: Imagine a week where self-driving cars have a bug that only mis-identifies grandmas. Only a few grandmas die but the perceptual impact is massive.
