Paypal will not let you add Wise online (at least in my case - Canada), but I called and talked to an agent and they were able to add Wise as a bank.

I don't work for Google (no inside knowledge), but from what I can see, their use of Dart has if anything increased substantially. Dart/Flutter are highly unlikely to be abandoned.
