Why not firing him in the first place ? If he's useless as a dev and hasn't the knack for management, then he is useless (in this position). Business wise that's the only thing that makes sense.

When dealing with non tech-savy people on data (reports), Excel is perfectly fine (especially pivot tables, conditional formatting, etc...). Anything else is obviously a mess - and people can use gDocs or OpenOffice for that as well.

Hmm I'm actually experiencing Ireland as well and totally concur with that. I don't know about Denmark or Estonia though but I guess you'd be hard pressed to find more red tape than in France (in the EU context).
