I am now using http://pirateweather.net/ it's not quite as good as DarkSky (They use less models for prediction) but they follow the DarkSky API design so if you invested in the DarkSky API it's easy to swap over.

20 years ago I setup an anonymous FTP server just see what would happen. It lasted a few weeks before I had to shut it down but it was an interesting experiment in humanity. Certainly there may be a good way to provide a service like this
