Immich does exactly this with CLIP models, you can even customise which CLIP model it uses and it does a phenomenally good job, I'd personally say surpassing even Google Photos.

This whole article reminds me of the absolute nonsense surrounding the EU regulating vacuum cleaner power levels. In the UK, it was not uncommon to see vacuum cleaners rated as high as 2400w (!) prior to the introduction of the regulation.

The 16:9 screen is an immediate turn off for me. on a machine of this size that extra screen real estate you get with 16:10 or even 3:2 is important to me. Shame too, because this could be the perfect machine for me.

Why not! I'm not particularly familiar with Macbooks personally, but If it can run what you need it to run, then it's an absolutely fine use for one! I'd consider removing the battery and running without it for safety reasons
