The title is not correct IMO, it is not "end-to-end encrypted" by default. But the traffic between you and the Telegram server is always encrypted and the "end-to-end encryption" can be enabled.

The reason is clear. He wasn't sharing any personal and message data from its users with intelligence agencies and law enforcement. Even ProtonMail which wrongly claims to be a privacy safe heaven does so!
