True, but it's a dangerous precedent. The fact is that a lot of law in areas such as traffic, waste management etc is basically meant to be fluid and a deterrent; if everybody that littered where it was illegal, drank from open contain

If you add the Gemfile and Gemfile.lock to the image before you add all the application files you can cache that step IIRC, then only if that step changes will bundle install run, so long as it's placed after that step.

It's probably better to have it than not if you're going to be using AJAX, as at least jQuery implements promises (after a fashion).
