That's because it's not creepy when girls do it. Creepy in this sense is used for unwanted attention from "unworthy" males, the female equivalent of this behaviour would usually at most be described as annoying.

Smartphones have enormous potential to supplement and even substitute PCs for everyday uses of non geeks. (Plumbers, store owners, salesmen, lawyers, accountants, doctors etc. etc.) Searchable app data will be important to make this happen.

Having a steady stream of noisy neighbours is no different from having one. The solution is the same; hold whoever rents the apartment accountable. (This would be easier if throwing people out was.)
