I would imagine that it's a fairly simple matter of probability: The more cases the greater the chance of mutations. The more mutations the greate the chance of nasty variant.

So much of not a big deal that Douglas Ross (leader of the Scottish Conservatives), as wel as numerous other Tory MPs said that the PM would need to resign if it turned out that he attended. Why is it that you enjoy being lied to?

I can't read all of those because of stupid geo restrictions, but it looks like most of those were "advice" rather than law. This was most certainly against the actual law that the PM himself brought in.
