Did you read the article or the white paper it references? It mostly talks about converting/in-filling strip malls and none of the examples given suggest using the existing buildings without modification.

I suspect this is a different problem, i.e., people outside of .MIL trying to send email into .MIL and mistyping the TLD. If so, there's not a whole lot DOD can do since the email is originating outside of DOD controlled systems.
