If you're talking about the NY primary, it didn't have much to do with the mail, it was mostly people who were unfamiliar with the process and mixed up things like forgetting to sign it. Here's an atlantic article about it:

This all feels so off to me. Why would the pentagon just openly admit that they have no idea what this is? If it was a foreign military's advanced aircraft, this is them admitting that, yep, your stealth/whatever technology works

Emergency use is explicitly allowed by the FCC. And thank god. We’ve had to call 911 over the baofengs for life threatening emergencies in the past and have very probably saved at least one persons life.
