I think so? Modern c++ (c++11) came 13 years after c++98. Rust has been released for close to or longer than that depending on your definition of released.

Sounds doable with logseq. Everything is pages rather than tags, but a similar concept. Any block/note can be a part of any number of pages/tags via hashtags or page links.

There are package managers and build systems. MS ships a build system with visual studio and msvc and they have a fairly capable package manager in vcpkg. I like cargo better than any c++ tooling but those tools don't really make a ton
