He did address this by simply stating the fact there is no actual "Google Shopping", it's just a term, like "Google Hotels" or "Google Whatever". In the end "Google Shopping" is just an Ad Block

On your Chrome's Extension page there should be a "Developer mode" checkbox on the top-left. Check that and you should be presented with a "Load unpacked extension" that you can use to install extensions locally.
