I don't think this had much to do with the govt. This was a conf hosted by a random bank association and one of the speakers was a Fed governor. Fed had nothing to do with the setup, infra, etc.

Would a so-called cbdc work? Get a bank account at the Fed that only gives you overnight rates (i.e. low but still higher than banks!), and only risk is sovereign risk. Akin to the narrow banks proposals of a few years ago

Note that treasury bills (and more so treasury bonds) have taken a beating with the increase in interest rates... so I wouldn't be surprised if they lost quite a bit there.

I find it insane how the US govt constantly subsidizes certain activities without many people realizing. NFIP, the implicit guarantees on FHLBs, and a bunch of others just lead to misaligned incentives all over the place :/
