Removing iCloud does not remove the scanner or it’s database full of hashes. Limiting the scanner to iCloud is a policy decision one NSL away from changing.

Disabling iCloud does not remove the scanner from your device though, it is always there waiting for any other API to call it and begin scanning. Apple promising not to use the scanner is a weak promise they know they can’t keep (NSLs)

This is false information, the scanning system is highly generalized to finding any type of photo via fuzzy matched perceptual hashes. It can target a pride flag just as easily as CP.
