It really depends on the model. If you're estimating a mean from a distribution with low variance, 76 can be quite enough. But for any even half-involved ML model, that's nothing.

Yes, once this is more mature, it should make it easier to write Signal bots. You can already do quite a lot with this awesome project: https://github.com/AsamK/signal-cli . It doesn't support everything though.

Facebook Messenger at least does not use the protocol by default, maybe for secret conversations. But the Signal folks did indeed help WhatsApp implement the Signal protocol, which is kind of ironic.

The Signal servers essentially pass around encrypted blobs from one device to another. Most of the development work is on extending the clients to pass around different types of messages, so there's not much work that needs to be done
