A hiring bonus would be a better impedance match - both sides are taking a significant risk. A candidate quitting a job is a significant, generally irreversible, risky step, while handing a new hire a 5 figure sum on day one is similar.

DSL may be widely available, but it often can't be considered broadband. At my home (in a large-ish suburb) the fastest DSL connection I can get is 5 Mbps.

That's another wrinkle. Because boards are so expensive and turnaround's so long you typically want to rework them when possible to validate changes. That takes a talented technician, fairly expensive equipment and time. Rework
