It's not zoning, there's plenty of space that's permissibly zoned. The way credit works heavily discourages people from building houses and only lets them buy housing that's already built. EDIT: Yes the way things are is

I think software development in general makes thinking about anything that isn't immediately pragmatic very difficult. HN tends to be pretty rough when it comes to Politics or the harder parts of Philosophy.

This is by design. Most of the laws are supposed to be state/local in the US and the federal government is only supposed to help coordinate/defend them.
