Related, it really bugs me that some startups are throwing the ‘no code’ tag into their pitch decks or Product Hunt launches just to hop on a trend. As you noted, every app built for the end user is ‘no code’ in some respect.

Choosing a ‘mission critical’ idea definitely ups the difficulty into hard mode. That’s number one on my list of ‘can’t have’ items for bootstrapped software because I just don’t want to deal with 24/7 instant support.

There is potentially a sampling bias in who is reporting data. The author links to a NYT article they wrote that says it is volunteers for the study. It could well be districts without problems that willingly choose to share data.

Why put ‘conservative’ in quotes? If you Google the name of the magazine their own meta description says conservative as the second word, so they consider themselves a partisan source.
