With regards to your first point - it's not really costing taxpayers in Wisconsin $4.5B . At least for the tax credits portion, those are taxes that would not have been paid in Wisconsin otherwise.

Worth noting that we were shipping supplies and arms to both sides up until the UK blockaded Germany with their first-rate Navy. After that, the only side left to ship to was the Allies. edit: changed 'embargoed' to 'blockade
