There is a difference between Eich and Rice. Eich didn't torture and murder people.

Ok, so it was both parties. But Condoloza Rice could have spoken out about the illegal torture and abuse. She chose not to. In fact she chose to defend it. That's why she is now responsible for and a symbol of warcrimes.
