Machine Learning is just a tool belt. AI is the idea of intelligent machines being able to solve problems (and recognizing them) on their own. Therefore of course AI can utilize the tool belt that is Machine Learning.

Well they can release something good after all. Look at the main Web UI. I don't know what they are thinking at Twitter. Its the most unintuitive UX I've ever seen. E.g. : Click on the Image -> Only the Image gets larger Click

Also, the web devs have no idea how slow the connections in even the western world can be. At least I think so, if they had to experience a 4 Mbit/s connection more often they wouldn't push for Angular and such.
