All ChromeOS devices to date have come with a "Developer Mode" hardware switch which turns off trusted boot and allows you to run your own OS / custom ChromeOS builds. I would bet this Chromebook is not locked down.

Most of these are passive notifications -- i.e. they don't ping you they're just there in your notification bar (or if you swipe up to start the Google Now app). In some cases, it makes sense for some of these to be notifications that ping
