One thing that really helps is to draw the interface. If you can protoype simple mockups, on paper or photoshop, it will give a lot of details about how the software will work. Then, programmers can figure how to do this. I don't think

It seems that you can’t only send messages, but intercept messages received. It can grant attacker access to all of your services that verify your identity with SMS code.

This is true for existing user with wrong password, but that message would be wrong if the user doesn't exist. In this case, the error clearly would be the username, not the combination user+pass.

it’s not equivalent because there’s very different penalties in hacking someone vs torturing or coercing. So it requires different levels of motivation.
