I think the point was that the number of thefts made outside the prison by people who are in the prison is necessarily zero, unless they escaped. Do you need data to be convinced of this?

Prevent the theft, don't just deter it through legal consequences. Increase perimeter security (barbed wire, electrical fence) so that it's harder to get onto the rails in the first place. Keep trains moving - don't park them

I tend to think it's even more true for smaller companies that do not have the margin for too many mistakes. FAANG do not have an all-A cast. They have enough buffer to weather the odd mishire; and they also have enough projects going
