The problem is the long tail of sites or site features that don't work without flash and users who rely on those sites or site features. I've heard Facebook video and last.fm streaming don't work without Flash for eg.

The mingw cross-compilers have been around for like a decade, are far from experimental and work great. Many open source projects use them to produce executables for Windows users. http://mingw.org/

Debian has Windows cross-compilers. You can even build Windows installers without leaving Linux, using NSIS. You could even test under Wine, that probably doesn't cut it though.
