I am not sure where you live, but in many places you can't host your own servers from your room because of ISP restrictions. Also, there are not a lot of places where you can find data centers that rent servers out for personal uses.

I don't understand what's wrong with this comment, but OP is right. We have seen cases where domain registries or hosting providers suspend accounts for violating their ToS, which is totally legal.

Bilibili certainly has copyright issues, but it's the same issue with YouTube and other millions of websites with user-uploaded pirated contents. I wouldn't say Bilibili is much worse than any other websites.

Re 5: Adding an abstraction on top of DB query won't help much if you are moving from one type of DB to another, say SQL to document, or document to graph.

That explains it. In this case Dragonfly sounds more like a nickname rather than the official name. As seen in one of photos in the sohu link, the English spelling is Qiantu, not Dragonfly or Qingting.
