They just open-sourced the instruction set. That is a big thing but if I am understanding it correctly, this is pretty much relinquishing the copyright to the instruction set. They are not open-sourcing any CPU.

No. That was one of the main reason behind introducing multi-core architectures. It is getting harder and harder to optimize the CPU cores, neither can you keep pushing the CPU frequency. So the only option is to create multi-core processor
