What that quote is saying is that the logs that contained the passwords were accessed by 2,000 engineers. Most of those engineers would only be looking at data relevant to their job, only a security engineer would be in a position to notic

People scoff at companies that store passwords in plain text on purpose. Inadvertently logging them is not the same thing. And Facebook’s scale is why it’s understandable how it could happen.
