I think, Geekbench favors bursty performance because it gives very close scores to new MacBook Air with the Y-series Intel chip (7 watt TDP) and newest Dell XPS 13 with U-series chip with TDP of 25 watts.

What you're missing is that the CPU in Dell is the U series, which has a base TDP of 15 watts and goes up to 25 watts if the cooling is good. The CPU in MB Air is a 10 watt Y series, which is really weak (MacBook 12" leve weak). S

Moreover, XPSs have a screwed-in battery and replaceable keyboard, which would make restoring and reusing the laptop much more viable. With macbook, if you keyboard is broken, you trash half of the laptop, including the battery.
