I truly think these things are overblown. This article references "sync" providers, but having sync disabled I've never seen the ads they show. I also disabled Cortana and most of the new W10 stuff but never looked back after

I'm pretty sure only s3 is down, I have AWS-only services and they're working normally. aws.amazon.com (this article link) also loads normally and doesn't appear to contain any indication of a problem with AWS.
