Fair point. A few companies firm up salary expectations right at the outset so come offer time there are no nasty surprises and the number is exactly as discussed i.e. first and final offer. But many others negotiate, thinking it is expecte

Spot on. Salary expectations should be clarified - by all interested parties - at the outset before any meaningful conversations begin. Saves a lot of time and more importantly, builds TRUST.
