99.9% of those on the web have JavaScript enabled. The audience who disables it is incredibly small and doesnt want to be tracked anyways. It shouldn't be a factor in your analytics solution unless you want to track bots too.

Email marketers would just stop having text in <a> tags that dont look like URLs to get around it. They already do that anyways for the most part. Phishing attempts will mimic real emails, so they will do the same.

Browser fingerprinting has been overhyped and is not a reliable method of tracking. If it was useful, it would be much more prevalent but too many people have the same fingerprint. IP address is a better method of tracking for comparison.
