As commented above, you have to do it this way in Sweden, you have to announce in public that you are going to lay off people and then from there on you negotiate with the union if you plan to not do stack-based firing (last-in-first-out).

Of course country roads are plowed too if need be. Every small city where there are roads that needs to be plowed are plowing their roads. Depending on where in the country you are and how common it is with snow, roads may be plowed sooner
