The 0.2 implies two "point releases". Traditionally these increment the value after the decimal point in a version number. so: 8 + 2 = 10, therefore 1.10. It's best to view the version number as a string rather than a decimal number. This

I think he was referring to 4GB as being too little . If you are doing anything involving photos/video/audio editing, you are probably going to want at least 8GB.

Definately try http://heroku.com . They have an excellent free plan that is perfect for smaller projects and development. Also, if you use git, it's really easy to deploy an app by just pushing up to Heroku.

I recommend Blueprint CSS grid framework ( http://www.blueprintcss.org/ ) . It's really easy to use and forces you to think about layout (which is the root of good web design). You get some basic typography styles for free too. I've found
