Options include… Volunteer. Donate. Ask the elected officials that represent you to choose open source software for government use cases. Encourage grants to fund open source. If you’re at a company, contribute back to open source.

My packaging experience is limited, but I found the docs were quite poor. It took perseverance & researching install error messages to create an RPM that worked. So you might consider hiring for people willing to do that kind of work. T
