Unless you have access to your own data. Perhaps the insurance companies could be forced to share it upon user request, for example. Then the new company knows everything the old one did.

Reading this link, it seems that accidents and fatalities were substantially reduced for some time after the switch, due to extra caution being exercised by all drivers. The lesson: Switch the standard every couple of years or so.

Good. That's a really geometric understanding, which is helpful. I saw it as somewhat analogous to the back-substitution after lower-triangulation; using y=mx + b and starting with y_0 = b, then y_1 = m + y_0.
