Supreme court has upheld that some things can be banned if they are in the interest of maintaining the security of a detention facility. Inmates shouldn't be receiving books on how to make bombs for instance.

It is in fact about rehabilitation which is why the criminal justice system and prisons have rehabilitation and education programs. "Corrections in America" is the name of the book and it discusses the history of criminal justice

Ok, going to say you reminded me and I agree now. I was thinking solely of WP core, but if you are to include all of the official plugins and Woocommerce, then yeah I can see the issue.
