I don't think liability payments are that common. As someone who helps in analyzing software purchase decisions, it's certainly not something I hear people bring as a major factor.

Screen real estate, ease of linking, etc. No, I don't want a desktop app. For one, I use all three os platforms regularly and it's just annoying to think about getting it on each.

I use msys2 bash sometimes to collaborate with people and projects who are using it. Adoption of WSL2 is still a work-in-progress at secure enterprises.

No, they lost limited partners money, which is to a large degree pension money. Not sure how much VCs coinvest in their own funds but I'm willing to bet most of their retirement funds are not in VC investments.
