This is what is known as "anarchy of production" which is a key feature of capitalism. A global crisis like this is not compatible with our existing economic systems.

Markets are basically anarchy... there are countless examples of markets inefficiently allocating resources (homes, for one). Not sure I buy this.

The solution would be to pass a law akin to the GDPR then. There is no need to go through executive action. The U.S. is not supposed to be authoritarian like China is.

This is simply not true. Looking at the three mainstream cable channels (Fox, CNN, MSNBC) Fox hardly ever critical, MSNBC is almost exclusively critical, and CNN is pretty in between. Fox is by far the most popular of these three. Similarly

This is only true if they block all non-work discussions. Law explicitly allows union related discussion if other non-work related discussions are allowed.

Police aren't really distinguishing between the two. Besides, even looters don't deserve to stay in jail if they can't afford bail - they'll still see their day in court.
