No you can use third party Apps which list every Apps permissions. I just checked and TikTok doesnt have the Query All Package permission so I suspect the privacy policy is just outdated or they are getting the info from third parties in s

This is no longer possible on Android as well unless Google manually grants you this permission. You have to ask for it and explain why you need it when you publish the App, I wonder if they did that for TikTok.
