Sounds like a bad situation. If I were you I would simply change the app ID, create a new Play account and publish it there. If there problem is with the connection to a banned account and not the app, then this removes that problem/co

If you have a bitcoin and cash out the amount you make us fixed/limited to the current value if a bitcoin. If you don't cash out the maximum you could possibly lose is 1 bitcoin but that amount you could make is largely unlimited
