Exactly - mortars predictable trajectory against a background free of ground clutter make them easy to predict the future location of. A drone optimally randomly dodging at treetop height is a much more difficult target.

I fundamentally disagree. On such a basis a white supremisist could justify murder against the ‘violent’ state in the absence of the possibilty of being elected. Presumably on that basis you see the killing of Jo Cox as justified?
