I think one point the author misses is that a lot of college grads see these prestigious companies, rightly or wrongly, as being the best places to learn to hone their craft. Yes, there may be some self-selecting and self-perpetuating cycle

This is at a completely different budget, but I used an Nvidia jetson TX2 dev kit for a while and it's reasonably responsive and has a PCIe slot. I think the dev kit carrier board is also ITX-shaped, but am not too sure.

I can’t help but think that Apple was eventually right. Using gestures or scroll wheels to scroll feels superior to dragging a bar with your mouse, and 3D Touch for fine cursor placement on iPhones that support it is better than arrow keys
