Yes, it's terrible for Zenefits, but even worse for ADP. A defamation lawsuit tells a lot about how vulnerable a company is. Take down Zenefits and hundreds of others emerge.

The larger the population, the more inmates(in total number) there will be. Therefore, its organizational structure becomes harder to manage and prone to bureaucracy.

It's a good idea for Americans to get elements from the article, but it's impossible to completely emulate it. Norway has a smaller and more homogeneous population, making these programs easier to be managed and funded.
