Sorry to dismiss your conspiracy theory, but if an user adds a cookie dialog into their GitHub Pages-hosted site, that's on the author, not on GitHub.

It took me a while to understand if this was satire or not. The fact that you have to manually install the CRX or the XPI extension package into Mozzila or Google Chrome doesn't help.
