No. Even among the existing fare the best which is Planescape torment and Disco Elysium. Baldurs gate 3 is nearly the top. I think it's better than fallout 1 and 2.

It depends on the RPG. Pokemon vs. Disco Elysium. Botw vs. Planescape torment. Rpgs do not universally have good/bad writing. And FPSs like BioShock and soma don't all necessarily have less writing..
