Not oc, but services like Linode often offer "console" access via a virtualized tty for VPS systems. Having a local backup user is a viable backup path then. If you wire up pam enough you can even use MFA for local login.

I have played through Deus Ex HR (and MD) on Bazzite albeit on an AMD GPU. You should generally be able to do it with Proton (GE recommended) either Steam (recommended) or Heroic (if you bought them from GOG). Witcher 1/2 at least also

At least for Berlin I can attest that helicopters, outside of the yellow ones for emergency care, are a very rare occurrence. I have yet so see a police helicopter outside of a large demonstration.
